London West India merchant (1748-1821) and mortgagee of enslaved people, co-owner of a slaving voyage from London by the Earl of Effingham to the Gold Coast and the Black River in Jamaica in 1790. He was from a slave-owning and gun-making dynasty in Sussex, a partner as West India merchant first with his uncle Stephen Fuller and then with his nephew Augustus Elliott Fuller, and nephew of Rose Fuller of Jamaica and cousin of John ‘Mad Jack’ Fuller. He left £120,000 in personalty in 1821.

Will of Rose Fuller merchant of York Street, Baker Street St Marylebone and Clements Lane City of London made 03/07/1819 proved 08/12/1821. Under the will he left his wife Elizabeth his leasehold house for life, together with his household effects and £10000. He instructed his trustees - Rev. Thomas Fuller (his son) and Augustus Elliott Fuller (his partner) - to buy as much 3% consolidated bank annuities as would yield £800 p.a. for his wife Elizabeth for her life, with half the principal sum thereafter passing to Rev. Thomas Fuller and half remaining in trust for his daughter Mary Ann, then living at York Street with him. His legacies included £1000 to Augustus Elliott Fuller £300 to his clerk John Hasler (q.v.). His residuary heirs were his son Rev. Thomas Fuller and daughter Mary Ann Fuller. His will makes no reference to property in people in the Caribbean.
